Frequently Asked Questions about the RRO
What is the RRO?
As a Regulated Retailer, EPCOR provides the Regulated Rate Option (RRO) to customers who have chosen not to sign a competitive electricity contract. EPCOR provides the RRO to residential, farm, irrigation and small commercial customers that consume less than 250,000 kWh/year. The RRO regulates that the energy charge be set monthly based on short-term power purchases.
Who approves or regulates the RRO?
EPCOR’s RRO rates are determined by an energy purchasing plan that was negotiated with customer groups and approved by the Alberta Utilities Commission (AUC).
How does EPCOR purchase electricity for the RRO?
EPCOR purchases electricity for the RRO based on a plan approved by the AUC. The plan complies with the RRO Regulation which requires the RRO rate to be composed of month ahead energy products purchased on the Alberta wholesale energy market.
Why can the RRO Fluctuate?
Provincial legislation sets out the parameters for the RRO and requires EPCOR to set monthly RRO rates based on short-term power purchases. Increases and decreases in the rate are due to normal market conditions related to supply and demand. Supply can be affected by things like generation plants being down for maintenance. Demand is affected by population growth, higher demand from industrial customers, general residential use patterns (e.g. using space heaters) or a combination of any of these.
