EPCOR has a five year contract to operate and maintain the water, wastewater and storm systems in five communities in Red Deer County, including Benalto, Spruce View, Gasoline Alley, Lousana and Springbrook.
Performance Highlight Reports
Springbrook (~10 km south of City of Red Deer)
- Springbrook has a population of 1,100.
- Water is supplied by two wells feeding four storage reservoirs with a combined volume of 3,420 m3. The water system includes 2,700 m of pipe with 53 fire hydrants.
- The sanitary sewer system has 5,400 m of sewer pipe with 106 manholes and pumps directly into the Waskasoo Regional Sewer System. The storm system has 5,600 m of pipe.
Spruce View (~45 km southwest of Red Deer)
- Spruce View has a population of 153 residential and 12 commercial water and wastewater accounts. The water treatment plant supplied by two wells is located on top of the 250m3 storage capacity reservoir. Water is supplied by one well, located southwest of the water treatment plant. The water system includes one storage reservoir and has 2,700 m of pipe with 12 fire hydrants.
- The sanitary sewer system has 4,700m of sanitary pipe (including forcemain) with 25 manholes, and a lagoon system providing wastewater treatment. The sewer collection system has one lift station pumping via a 4" force main to the lagoons. The lagoon system has one treatment cell with a 10,900 m3 capacity and 2 storage cells with 65,000 m3 capacity. Stormwater collection is handled via surface runoff.
Benalto (~30 km west of Red Deer)
- Benalto has a population of 117.
- Water is supplied by two wells, pumphouse is located on top of a 228 m3 capacity reservoir.
- The water system includes 2,200 m of pipe with 9 fire hydrants.
- The sanitary sewer system has 3500 m of pipe 25 manholes and a lagoon system (two anerobic cells and one storage cell with total capacity of 29,550m3) The sanitary system is gravity flow with no lift stations.
- The lagoon was upgraded in 2010.
Liberty Park (south end of Red Deer)
- Liberty Park, also known as South Hills / Gasoline Alley, is a commercial development with water supplied by 2 wells, feeding to a storage reservoir with a capacity of 3,000 m3.
- Supplemental water is received through a 200mm water line from the City of Red Deer.
- A reverse osmosis water treatment unit, with capacity of 300 m3/day, blends pure reverse osmosis water with City water. (Unit is currently not in use)
- The water distribution system consists of 8,400 m of watermain and 96 fire hydrants.
- Supplemental water supply was required to meet the growing demand in Liberty Park, therefore, a waterline was constructed in 2004 from the City of Red Deer to the Liberty Park Treatment Plant.
- The Liberty Park sanitary sewer system pumps directly into the Waskasoo Regional Sewer System. A lift station has been added to this system.
Petrolia Park (east side of Liberty Park)
- This is a separate reservoir (2500 m3) and pumphouse which service the Clearview subdivision.
- Petrolia is part of the Liberty Park Approval to operate.
- One well services this site at this time. There is an interconnect line which if needed could be supplied by the Liberty Park Pumphouse if needed in an emergency.
- Clearview has 40 commercial customers.
- Sanitary lines are tied into the Waskasoo Regional system.
- Stormwater is surface drainage to Piper Creek.
Lousana (~55 km southeast of Red Deer)
- Lousana has a population of 55 with 26 residential wastewater accounts.. The water system is operated by a local water co-op.
- The sanitary sewer system has 2,800m of pipe with 18 manholes and lagoon system (one treatment cell capacity of 3,300m 3 and two storage cells with a total capacity of 17,650 m3).
