Wetaskiwin 


The City of Wetaskiwin, Alberta must serve the water needs of a rapidly growing community of over 12,000 people, while satisfying increasingly stringent provincial government regulations. To meet this challenge, the City of Wetaskiwin and EPCOR have forged a partnership. EPCOR designed, built and financed upgrades to Wetaskiwin’s water treatment plant, and has a utility management agreement to operate and maintain the facility on behalf of the  City. The City continues to own the assets, set utility rates, and issue utility bills.


The upgrades were completed for $11.5 million, much less than the original price-tag of $25 million the city faced, saving local taxpayers $13.5 million. With an increase in treatment capacity of 65%, the city now has the infrastructure to meet the projected water needs of its growing community for another 20 years.


Water Treatment Facts
  • The water treatment plant upgrades included new state-of-the-art treatment technologies; addition of ultraviolet (UV) disinfection, refurbishment of four sand and granular activated carbon filters, and conversion of the water clarifiers to high-rate dissolved air flotation (DAF) units.
  • The updated technology is designed to reduce colour, odour, algae and turbidity, and can respond quickly to changes in raw water quality.
  • The city draws its raw water from Coal Lake which receives nutrient-rich agricultural runoff.  High nitrogen levels in the lake can lead to algae blooms which sometimes cause unpleasant taste and odour in the water.  The new treatment plant upgrades will  help minimize this type of taste and odour issue.
  • The treatment upgrades mean the city will be able to exceed Alberta Environment water quality standards for municipal water systems.
  • The treatment plant capacity was increased from nine million litres per day (ML/d) to 14.4 ML/d to meet the city’s expected growth for the next 20 years.
